Fetus found dead in a toilet of a local hospital

A dead fetus was discovered in the toilet of one hospital by a utility when he was about to clean the toilet for the day. It was in the toilet bowl covered with tissue paper and empty plastic container.

The fetus was believed to have been dead for more than 24 hours. The mother was never found. A tall young woman was said to have been seen hurrying to use the toilet the day previous to the discovery of the dead fetus. She was observed to have stayed there for a couple of hours. What could have driven the mother to do such a thing? Why in a public place where she could be seen by many? Was her original plan to deliver it in the hospital but later on changed her mind?
