The National Statistics Office (NSO) has announced its nationwide service capability with 40 Census Serbilis Centers established in key locations in the country: six in Metro Manila, 17 in Luzon, seven in the Visayas and 10 in Mindanao. All these frontline service centers are online and offer the full range of civil registry services, such as issuance of certified copies of birth, marriage and death certificates, certificate of no marriage record or CENO-MAR, and authentication of civil registry records, regardless of where the documents had been registered.
“The opening of Census Serbilis Centers all over the country is part of NSO’s vision of bringing our services closer to our clients. This is a breakthrough that enhances the delivery of services of the NSO,” said NSO Administrator and Civil Registrar General Carmelita N. Ericta.
The Serbilis Centers are part of NSO’s Civil Registry System I.T. project. This program involves the conversion of more than 120 million civil registry documents to digital format, the streamlining of business processes and the establishment of the agency’s nationwide service capability. The NSO-CRS I.T. project is under a Build-Operate-Transfer (BOT) scheme with Unisys Philippines Inc.
The computerization project is now in Phase IV. The third phase was completed in the early part of October this year.
Lodged in the CRS database are 73 million birth records covering the years 1945 to 2002 and 10 million marriage records from the years 1981 to 2002. Conversion of records from paper and microfilm to digital format facilitates the search and retrieval of requested documents.
“Document conversion is an integral part of the NSO-CRS project since this component also pre serves the integrity of civil registry records. Moreover, NSO and Unisys work cooperatively to ensure that the quality of service rendered to clients in all Serbilis Centers is the same,” Ericta added.
The fourth phase of the NSO CRS involves the enhancement and upgrade of the application systems, software and hardware, and the conversion of the remaining marriage records, death records, court decrees and legal instruments or CDLIs. – from Manila Times
